I found a couple of sites explaining SAE and ECE standards that lead me to believe no dealer checks light adjustment.

Aftermarket LED headlights are illegal in all 50 states at the Federal level. However with a lack of federal enforcement personnel and resources, it’s never enforced. However, headlights that are too bright, are out of alignment or are tinted in a prohibited color, like red or blue, are definitely illegal in New York, and you can be cited for that.
They are not to my knowledge. My truck is equip with a set of LED head lamp. Never have an issue in Washington.
In some countries they are illegal but some people fit them anyway. I fall into the above category but I carefully adjusted the beams so that it wouldn’t dazzle oncoming drivers. Many people don’t bother to do this and the intense beam can now be far to high.

I have HIDs and used LEDs in my car, it came with halogen. But unlike most people who listen to the chinese sellers who say plug and play. I adjust my cars headliights so the glare is near 0. Plus I have seen more drivers with badly aimed halogen lights that act like high beams when they’re using low beam. The police should chasing down these people.

I have embolden the portions that I think will get you in trouble. 19VAC30-70-510. Headlamps. A. Inspect for and reject if: 1. Any motor vehicle is not equipped with headlamps of an approved type. ,The headlamps must be marked with the headlamp manufacturer's name or trademark, and DOT., If the headlamp bulbs are replaceable, the headlamp lens must be marked with the headlamp light source type (bulb) for which it was designed and the bulb must match the lens code. 2. Headlights are not of the same approved type (Halogen, HID, etc.) except sealed beam headlamps. At least two headlamps are required. 3. In any headlamp the lens is cracked, broken, discolored, or rotated away from the proper position, or the reflector is not clean and bright. 4. Moisture or water buildup in headlamp is such that it affects the aiming pattern. 5. Headlamps omit light other than white. Light tints of color may be acceptable if the headlamp and headlamp bulbs are marked as required. 6. Bulbs are not of an approved type and marked with all of the following: light source type, the manufacturer's name or trade mark, and DOT. a. Approved headlamp bulbs: HB1, HB2, HB3, HB3A, HB4, HB4A, HB5, H1, H3, H7, H8, H8B, H9, H9B, H11, H11B, H11C, H13, H13C, H15, HIR1, HIR2. b. Approved headlamp bulbs that require ballast: 9500, D1R, D1S, D2R, D2S, D3R, D3S, D4R, D4S, D5S, D7S, D8S. c. Approved headlamp ballasts must be marked with the light source type (bulb) and DOT. The bulb type marked on the ballast must match the marking on the headlamp lens. I did not see DOT approval anywhere in the ad. They are from Korea, so I would check before a plunked down $450.00 USD. So your vehicle will likely be rejected at some inspection stations. A policeman could stop you and write you a ticket for improper equipment and make you pay to have the car towed home or to a shop to have the infractions corrected. But, you might find an inspector who will pass you just from not checking and the police might not pull you over. Just keep your old stock headlights if you decide to pop the money for these things. And don’t be surprised if you walk out to your car one day and someone has busted both of them out. Many of these aftermarket lights are blinding to other traffic. I have to pull off the side of the road to let people go past, just so I can see. It pisses people off and rightly so.
Why are LED brake lights illegal in some states? I understand why LED headlights may be considered illegal, but LED brake lights that are not pulsing are considered illegal in Virginia. Someone better tell automobile manufacturers, since they have been creating vehicles that have LED tail lights, brake lights, daytime running lights and headlights for a few years now. Sounds kind that state needs to get with the times, or someone is misunderstanding the law.
